I have a strategy for finding a good place to eat in a smallish town.  It worked to perfection in Front Royal.

First, get off the interstate at a secondary exit - one that angles into the town.  Find the courthouse or town square.  Turn onto a street that runs along side it.  Find a restaurant that is only open for breakfast and lunch.  Do all this and 99% of the time you'll be eating well.

Virginia ham, eggs over easy, home fries and a short stack.  Great first meal on a road trip South.  Nice folks there, too.
